DCP program payments available to eligible producers

The DCP program provides payments to eligible producers on farms enrolled for the 2002-2007 crop years.
There are two types of DCP payments-direct payment and counter-cyclical payments.Both are computed using the base acres and payment yields.
Planting flexibility-Producers who participate in DCP may plant cropland in excess of the total base acreage on the farm to any commodity.
However, producers are subject to certain restrictions on the planting of wild rice, fruits and vegetables.
Garvin and Murray counties have not been designation as a double cropping region.
Payment calculations- for the direct payment it is calculated as the following: Base Acres x 85 percent x Direct Payment Yield x Direct Payment Rate = Direct Payment. For counter-cyclical payments – Base Acres x 85 percent x Counter- Cyclical Payment Rate x Payment Rate= Counter-Cyclical Payment.
Signature requirement-All producers, including owners and operators, sharing in the contract payments on the farm must sign the CCC-509 Contract, before the county committee can approve the contract for payment.
The statute provides that a transfer of, or change in, the interest of the producers on a farm in base acres for which direct payments or counter-cyclical payments are make shall result in the termination of the payments with respect to the base acres, unless the transferee or owner of the acreage agrees to assume all obligations under the contract. Theses transfers or changes are successions-in-interest.
A producer of owner must inform the county committee of changes in interest when the change occurs, but no later than September 30 of the current year, if the producers remain the same but shares change or a new producer is being added to the contract.
Consequences of not meeting deadlines-Producers not meeting the signing deadlines will forfeit all payments under the DCP program for that year.
Deadline to sign up for the 2007 crop year is June 1, 2007. For those who sign up after June 1st will be charged a $100 late file sign up fee.

Refund of CC payment-Refunding of any unearned partial counter-cyclical payment when the actual market price exceeds the projected market price which is used in determining the partial payment rates will be required.
Noninsured crop coverage: Noninsurable crops like Pecans, Alfalfa, and Hay Crops are eligible for risk protection under our Noninsured Assistance Program (NAP).
This program resembles crop insurance since it was designed to reduce financial losses resulting from weather-related crop disasters.
Once all eligibility requirements have been satisfied, a payment will be issued to you if your crop suffers eligible losses exceeding 50 percent of your expected yield. NAP yields are based on your actual historical production.
The payment rate for NAP is based on 55% of the crop’s established market price.
The cost is 100/crop/producer with a $300 cap per county - not to exceed $900 total for all counties.
Note: NAP coverage does not begin until 30 days after your application is filed and the administrative fee is paid so file for NAP 30 days before planting.
Application deadline date March 15, 2007 for: Alfalfa and Warm season grasses for grazing, Cantaloupes, Cucumbers, Green Beans, Peppers, Sunflowers, Sweet Corn, and Watermelons.
